Admissions with a principal diagnosis of chronic obstructive pulmonary disease (COPD) or asthma per 100,000 population, ages 40 years and older. Excludes obstetric admissions and transfers from other institutions. (NOTE: The software provides the rate per population. However, common practice reports the measure as per 100,000 population. The user must multiply the rate obtained from the software by 100,000 to report admissions per 100,000 population)

ACP does not support NQF 0275 “Chronic Obstructive Pulmonary Disease (COPD) or Asthma in Older Adults Admission Rate (PQI 5).” There is a lack of evidence on the impact of admission rate measures for this population. This measure could prevent necessary admissions in the absence of proper outpatient care. Lack of medication adherence-due to cost, or multiple competing priorities for the patient, may contribute to less than optimal use of preventive therapy and create disparities in care for asthma. We also support separating asthma and COPD into discrete measures due to the different etiologies and risk factors for hospitalization. Rates of admission for reasons outside of established criteria may be appropriate.
