Beneficiaries should support HCFA's efforts to curb fraudulent and abusive billing practices by reviewing their Explanation of Medicare Benefits and reporting to either the Office of Inspector General or their regional carrier any discrepancies after discussing them with their physician. However, HCFA should be careful not to let beneficiary inquiries create unnecessary investigations. Furthermore, HCFA must not allow beneficiaries to become the arbiters of what constitutes fraud and abuse.
